Nearly zero-energy requirements for new buildings
New non-domestic buildings must achieve a Building Emission Rate (BER) at least 15% lower than the Target Emission Rate (TER) and must undertake analysis of high-efficiency alternative systems.
It is the view of the Department that the requirements of regulation 43B will be met for new buildings other than dwellings when the BER of the building is at least 15% lower than the TER calculated under regulation 40 (subject to a pro-rata reduction of the 15% where a proportion of the space heating is provided by a heat pump) and when an analysis of the technical, environmental and economic feasibility of using high efficiency alternative systems has been undertaken and considered in compliance with regulation 43A.
