Nearly zero-energy building requirements for flats
New flats must achieve a DER that is at least 25% better than the TER, expressed as DER(nzeb flat) ≤ 0.75 x TER.
the DER for flats should better the TER by a minimum of 25%.
DER(nzeb flat) ≤ 0.75 x TER
This means that if, for example, the TER provided by SAP is 20 kgCO2e/m2/yr, then a new flat would require a DER of 15 kgCO2e/m2/yr, or less.
