Regulation 40: Target carbon dioxide Emission Rate

It is the view of the Department that the requirements of regulation 40 will be met when a building is designed and constructed so as not to exceed its Target carbon dioxide Emission Rate (TER). The TER must be calculated using a National Calculation Methodology which in relation to a dwelling is the Government's Standard Assessment Procedure (SAP) for Energy Rating of Dwellings. Regulation 40 implements Articles 3 and 4 of Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings.
