Regulation 40: Target carbon dioxide Emission Rate
A building must be designed and constructed so as not to exceed its Target carbon dioxide Emission Rate (TER), calculated using the Government's Standard Assessment Procedure (SAP) for Energy Rating of Dwellings.
It is the view of the Department that the requirements of regulation 40 will be met when a building is designed and constructed so as not to exceed its Target carbon dioxide Emission Rate (TER). The TER must be calculated using a National Calculation Methodology which in relation to a dwelling is the Government's Standard Assessment Procedure (SAP) for Energy Rating of Dwellings.
Regulation 40 implements Articles 3 and 4 of Directive 2010/31/EU of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings.
