Nearly zero-energy building requirement
New buildings must be nearly zero-energy buildings. This applies to buildings occupied and owned by public authorities from 1st January 2019, and to all new buildings from 31st December 2020.
Where a building is erected, it must be a nearly zero-energy building.
For the purposes of paragraph (1)—
(a) in respect of new buildings occupied and owned by public authorities, this regulation shall apply from 1st January 2019; and
(b) in respect of all new buildings, this regulation shall apply from 31st December 2020.
