Means of escape - Performance requirements
Buildings must provide sufficient early warning of fire, adequate escape routes of proper number and capacity leading to safety, routes must be protected from fire effects, adequately lit, properly signed, and have facilities to control smoke ingress or restrict fire and remove smoke.
It is the view of the Department that the requirements of regulation 33 in Part E will be met if there is sufficient means for giving early warning of fire for persons in a building and –
(a) if there are routes of sufficient number and capacity, which are suitably located to enable persons to escape to a place of safety in the event of fire;
(b) if the routes are sufficiently protected from the effects of fire by enclosure where necessary;
(c) if the routes are adequately lit;
(d) if the exits are suitably signed; and
(e) if there are appropriate facilities to either limit the ingress of smoke to the escape route(s) or to restrict the fire and remove smoke.
The extent to which the measures in respect of escape routes are necessary is dependent on the use of the building, its size and height.
