Enforcement of Fire Safety During Construction

The Northern Ireland Fire and Rescue Service Board enforces fire safety regulations when construction occurs on occupied buildings, while the Health and Safety Executive has responsibility for unoccupied construction sites.

When the construction work is being carried out on a building which, apart from the construction site part of the building, is occupied, the Northern Ireland Fire and Rescue Service Board is responsible for the enforcement of the 2007 2016 Regulations in respect of fire. Where the building is unoccupied, the Health and Safety Executive is responsible for enforcement on the construction site.
