Community facility change of use or redevelopment

Developers must demonstrate that a community facility is surplus to community needs and no longer viable before changing it to non-community use, typically by showing the property has been marketed for a meaningful period with no interest.

Where a proposal involves a change of use or redevelopment of an existing community facility to a non-community use, the developer will be required to demonstrate that the facility is surplus to the needs of the community and that it is no longer needed or viable for an alternative community use. This will normally entail evidence that the property has been marketed for a meaningful period for community use with no interest shown.
