Regulation 31: Disproportionate collapse - Performance

Buildings must be designed and constructed to ensure safety of people and to consider accidental actions, with the ability to sustain limited damage or failure without disproportionate collapse.

It is the view of the Department that the requirements of regulation 31 in Part D will be met when a building is designed and constructed so as to ensure the safety of people in or about the building. The building design should also take into consideration accidental actions to which the structure may be subjected and the buildings ability to sustain a limited extent of damage or failure without a disproportionate level of collapse.
