Urea formaldehyde foam prohibition and health requirements

Regulation 24(1) in Part B prohibits the use of Urea formaldehyde foam, except where regulation 24(2) conditions are met. The Department requires that any formaldehyde fumes from the foam filling do not reach irritant concentrations, achieved by ensuring the inner leaf of the cavity wall provides a suitable barrier.

Regulation 24(1) in Part B prohibits the use of Urea formaldehyde foam subject to the provisions of regulation 24(2) in Part B. It is the view of the Department that the requirements of regulation 24(2) in Part B will be met if the risks to the health of persons in buildings are eliminated or reduced to an extent whereby any formaldehyde fumes given off by Urea formaldehyde foam filling the cavity of a cavity wall does not give rise to an irritant concentration. This can be achieved by ensuring that the inner leaf of the cavity wall provides a suitable barrier to the passage of formaldehyde fumes.
