Limitations on regulation 23 - Scope and standards
Regulation 23 applies across all building regulation parts and limits material and workmanship standards only to what is necessary for health, safety, welfare, convenience, and fuel and power conservation.
Regulation 23 in Part B applies across all of the substantive Parts of the Building Regulations. Regulation 23(b) in Part B limits the standards of materials and workmanship to be no more than necessary to –
(a) secure the health, safety, welfare and convenience of persons in or about the building; and
(b) further the conservation of fuel and power.
