Fitness of materials and workmanship - Performance requirements

Materials must be of suitable nature and quality for their intended use, workmanship must be adequate to perform intended functions, and materials must not emit harmful substances longer than reasonable.

It is the view of the Department that the requirements of regulation 23 in Part B will be met where – (a) materials are of a suitable nature and quality in relation to the purposes and conditions of their use; and (b) the workmanship is such that – (i) where relevant, materials are adequately mixed or prepared; and (ii) materials are applied, used or fixed so as to perform adequately the functions for which they are intended; and (c) materials do not continue to emit any harmful substance longer than is reasonable in the circumstances.
