Justifying mineral development exceptions in constrained areas
Mineral development may be permitted as an exception to local development plan provisions in constrained areas where operations are limited to short-term extraction with non-significant environmental and amenity impacts. On-site processing of excavated material is unlikely to be appropriate in such cases.
