Creating shared communities and connected public spaces

Planning authorities should use development planning and management powers to create accessible environments that enhance shared communities, improve connectivity, and support shared use of public realm. Regeneration initiatives should address both environmental issues and social-economic challenges.

Planning authorities should utilise development planning, regeneration and development management powers to contribute to the creation of an environment that: is accessible to all and enhances opportunities for shared communities; has a high standard of connectivity, and supports shared use of public realm. Regeneration initiatives should aim to address environmental issues by improving areas characterised by substandard living environments, insular layouts and poor connectivity. However, for these initiatives to be fully successful they should also seek to address the social and economic challenges of multiple deprivation and social exclusion.
