Exception for Sports Stadiums Outside Settlements

A sports stadium may be exceptionally permitted outside a settlement if there is no suitable site within the settlement, it is visually associated with the settlement edge, does not harm the settlement setting, and is appropriately scaled.

An exception may be permitted in the case of the development of a sports stadium where all the following criteria are met: (i) there is no alternative site within the settlement which can accommodate the development; (ii) the proposed development site is located close to the edge of the settlement and can be clearly identified as being visually associated with the settlement; (iii) there is no adverse impact on the setting of the settlement; and (iv) the scale of the development is in keeping with the size of the settlement.
