Integration of affordable housing units in layout

Affordable units should be integrated throughout the development ('pepper-potted') and indistinguishable from private housing where possible, though clustering may be acceptable for apartment developments for management efficiency.

To ensure that affordable housing is appropriately integrated within the layout, the affordable units should wherever possible be 'pepper-potted' throughout the development and not be distinguishable from private housing units. It is however accepted that, in the case of apartment development, clustering of affordable units may lead to more efficient management arrangements.
