Traffic Management in Historic Areas
The Department should balance measures to restrict vehicle access to historic areas (such as pedestrianisation, Park and Ride schemes) with the need to maintain vitality and allow safe mixing of pedestrians and motorists.
The Department has the flexibility to use a wide variety of traffic-calming measures, in addition to road humps, to constrain vehicle speeds. These include chicanes, build-outs, pinch points and rumble strips. It is recognised that some designs will be difficult to integrate into an older streetscape and there can be no standard solution. Each feature should relate in its design and materials to the overall townscape to ensure that traffic-calming reinforces rather than diminishes local character. Traffic calming using a combination of traditional materials and devices may help to secure the right balance. The Department will also need to have regard to the needs of people whose mobility is impaired and cyclists.
