Housing zonings should be located in places accessible by various transport modes while protecting the Borough's character, natural heritage, and historic environment.
To promote sustainability, housing zonings should focus on locations accessible by a variety of modes of transport, whilst not undermining the Borough's valued character, natural heritage and historic environment.
