Long-term sustainability of principal proposal required
The benefits from the principal heritage proposal must be retained long-term, either through the completed scheme meeting its own recurring costs or through secured financial provisions guaranteeing sustainability.
Planning policies will not be departed from for only short-term or temporary public gains. The Statement of Justification will demonstrate that the benefits to be derived from the principal proposal shall be retained. Therefore, it must be clear that once completed, the principal proposal can meet recurring costs or, if it cannot, that suitable financial provisions are in place to provide sufficient funds to guarantee its long term sustainability.
