Statement of Justification Requirements
Applications must include a detailed Statement of Justification with sufficient financial information to allow planning authorities and consultees to assess the enabling development need, scale, and impacts.
Applications incorporating enabling development should be accompanied by a Statement of Justification. This statement should include sufficient, detailed financial information as is necessary to allow the planning authority, and/or its consultees to make an informed decision upon the application. In particular, the information provided on the enabling development component should be sufficiently detailed to allow the planning authority to validate the need for, and assess the scale of the enabling development; and consider the impact on private concerns where this coincides with the public interest.
