Public Interest in Development without Demonstrable Harm

Development must be carried out in a way that does not cause demonstrable harm to interests of acknowledged importance, including natural heritage.

The public interest requires that all development is carried out in a way that would not cause demonstrable harm to interests of acknowledged importance, such as natural heritage.
