International statutory framework for natural heritage protection

The UK has transposed European Directives on birds, habitats, water and marine strategies into law, and is a signatory to the Ramsar Convention for wetland protection. All competent authorities including Planning Authorities must have regard to these requirements.

The United Kingdom has transposed into UK law the terms of the European Commission (EC) Birds and Habitats Directives, and both the Water Framework and Marine Strategy Framework Directives. It is also a signatory to the Ramsar Convention in relation to the protection of wetlands. The protection and management of these European sites and their habitats and species (known collectively as 'Natura 2000' sites) is transposed under the Conservation (Natural Habitats, etc) Regulations (Northern Ireland) 1995 (as amended) ["the Habitats Regulations"]. Regulation 3(3) of the Habitats Regulations requires all competent authorities (including Planning Authorities), in the exercise of functions generally, to have regard to the requirements of the Habitats and Birds Directive.
