Strategic Environmental Assessment Requirements for Development Plans
Development plans must undergo Strategic Environmental Assessment under the 2004 Regulations, which must identify and evaluate significant effects on natural drainage systems even if impacts extend beyond the plan boundaries.
The Environmental Assessment of Plans and Programmes Regulations (NI) 2004 require that development plans be subject to Strategic Environmental Assessment (SEA). Where SEA identifies and describes the likely significant effects of the draft plan on natural drainage systems, it may be necessary for the environmental report to acknowledge and evaluate impacts that extend beyond the geographical boundaries of the plan.
