Scope and Primary Aim of PPS 15

PPS 15 is a planning policy focused on managing flood risk through the land use planning system. Its primary aim is to prevent future development that may be at risk from flooding or that may increase the risk of flooding elsewhere.

This revised PPS 15 is focused on the role of the land use planning system in the management of flood risk. It has been brought forward in line with a commitment to review the policy within 5 years in order to take account of emerging information relating to flood risk and climate change and also experience in the implementation of flood risk policy. The primary aim of the revised PPS 15 remains: "to prevent future development that may be at risk from flooding or that may increase the risk of flooding elsewhere".
