Planning System Role in Flood Risk Management

Land use planning plays a key role in flood risk management by determining where development occurs and can prevent or restrict development in flood-prone areas. Planning also regulates new development in existing urban areas to protect against flooding.

The Directive confirms that development and other man-made changes to the environment can exacerbate the consequences of flooding. Accordingly, one of the Directive's outcome measures relates to flood prevention. The land use planning system therefore plays an important role in flood risk management insofar as it has a significant bearing on where development takes place and as a consequence can prevent or restrict new development in flood prone areas.
