Criteria for identifying parking restraint areas

Suitable parking restraint areas should be identified through liaison between land use planners, transport planners and public transport providers, considering modal share, public transport accessibility, walking and cycling networks, traffic congestion, existing parking provision, and economic strength of the area.

The identifi cation of suitable areas will be an integral part of the development of a car parking strategy and will require liaison between land use planners, transport planners and public transport providers. The following criteria should be considered in their identifi cation: an estimate of the current modal share of people accessing the area; public transport accessibility in terms of the extent of the network, the location of interchange points and the quality and frequency of service provided; walking and cycling accessibility, including the quality and extent of the network; current levels and potential growth in traffic congestion; the availability of existing car parking provision including short stay, long stay, contract and private non-residential; the relative economic strength of the area as reflected in studies such as "Town Centre Health Checks";
