Empty Homes Assessment Methodology
The Housing Needs Assessment report will define the assessment area at District Council, settlement and local area levels, and confirm the total dwelling stock as part of determining the level of empty homes.
To determine the level of empty homes the HNA report will: • define the area under assessment – this will be at a District Council level and also at the settlement and local area levels as appropriate; • confirm the total dwelling stock;
