Criteria for Assigning Sites to Development Phases

Development plans should use multiple criteria when phasing housing sites, including RDS objectives, infrastructure capacity, environmental constraints, integration with services, local character, and community considerations.

In addition to the RDS objectives, other factors to consider when drawing up the criteria would include: • local strategic objectives for the future of the plan area (taking into account the RDS and local circumstances); • the sequential approach to the allocation of land for housing (see main PPS); • accommodation of local physical and environmental constraints e.g. flooding, steep gradients, town setting etc; • degree of integration with employment, community services and public transport. This will be informed by transport accessibility analysis required through PPS 13 and other car modes; • the capacity of existing infrastructure including public transport, water, sewerage, other utilities, social and community facilities (such as schools) to absorb further development without adding further financial burden; • maintenance and enhancement of local character; • the need to manage the encroachment of housing on existing businesses to ensure the operation and potential expansion of such enterprises and the retention of jobs, is not impeded by the juxtaposition of new housing areas; • promotion of equity and equality of opportunity; • the divided community - in Northern Ireland there needs to be recognition of the need to deal sensitively and appropriately with the 'divided community' issue within settlements; • site readiness for development – for example, sites already with planning permission will generally be assigned to Phase 1; • other relevant material planning considerations e.g. infrastructure capacity.
