Urban Capacity Site Survey - Key Criteria

Undertake a site survey to identify the urban capacity sites, to inform the analysis and to inform character area assessment. Reference to a 'standard survey sheet' is recommended to ensure consistency in the use of information and analysis. Key criteria in determining potential urban capacity sites include: • a vacant or occupied site, or part thereof, that is evidently not used or significantly underused; • a site conspicuously inappropriate (not just different to) amongst nearby uses; and • a combination of separate, possibly under-utilised, areas which together comprise an area of potential. All the above would of course be further subject to a size threshold (refer 'Application of character assessment approach' character area Type 1) and should be identified where considered appropriate for either residential or mixed use.
