Application of the Housing Growth Indicators

The RDS provides a Housing Growth Indicator for each district council area to be used in development plans as the basis for allocating housing distribution. Development plans should formulate a settlement and housing strategy based on RDS strategic guidelines, providing an appropriate balance across the entire settlement hierarchy, including single dwellings in the open countryside.

The RDS provides a HGI for each district council area (in the case of the Belfast Metropolitan Area the HGI relates to the entire plan area, covering six councils). This indicator covers urban and rural housing and will be used in development plans as the basis for allocating housing distribution across the entire plan area. A development plan will formulate a settlement and housing strategy for each district, on the basis of the RDS strategic guidelines (SPG-HOU 3.1, HGI 3). These strategies should aim to provide an appropriate balance across the entire settlement hierarchy, which also includes single dwellings in the open countryside, for which an appropriate allowance should
