Development Plans and Housing Land Assessment

The development plan process is the main vehicle for assessing future housing land requirements and identifying the settlement hierarchy. It addresses three inter-related elements: processes for allocating housing land, measures to be contained in development plans, and implementing, monitoring and reviewing development plans.

The development plan process is the main vehicle for assessing future housing land requirements. The development plan will also identify the settlement hierarchy in the plan area. The definition, of which level in the hierarchy each settlement falls into, will be part of the development plan process for each locality. This PPS looks at three inter-related elements of the plan designed to meet its objectives and those of the RDS. These are: • processes for allocating housing land; • measures to be contained in development plans; and • implementing, monitoring and reviewing development plans.
