The RDS recognises that the availability of quality housing in appropriate locations makes a vital contribution to the key policy objectives of government. It is a vital consideration in promoting economic well-being and social progress. New housing development can also stimulate urban and rural renewal. It is important that the public and private sectors work in partnership with key housing agencies to ensure that everyone has the opportunity of a decent home. The RDS provides an overarching strategic framework for development plans and policies, guiding public and private investment decisions relating to land-use. It also provides a framework that both protects and enhances the physical, natural and man-made assets of the Region.
