Focus of Planning Control
Planning control addresses whether development is an acceptable use of land and regulates location to avoid or minimise adverse environmental and social effects, rather than controlling processes or substances.
Planning control focuses primarily on:
• whether the development itself is an acceptable use of the land rather than on the control of the processes or substances involved; and
• regulating the location of the development in order to avoid or minimise adverse effects on people, the use of land and the environment.
