Town Centre First Approach for Retail and Main Town Centre Uses

The Council will operate a town centre first approach in considering the development of retail and other main town centre uses across our Borough. This will be achieved by: (a) Applying the hierarchy for our Borough's retail centres set out in Table 4; (b) Promoting and supporting our Borough's town centres as the preferred locations for the development of retail, leisure (including evening/night-time economy uses), office, visitor accommodation, and appropriate housing and community facilities recognising the complementary role of our Borough's district and local centres;
