Handrails for private stairs accessing principal storey

Notwithstanding paragraph 3.24, private stairs that are part of the entrance storey circulation route or give access to the principal storey must have continuous handrails on both sides.

Notwithstanding the provisions of paragraph 3.24, where a private stair – (a) is part of the circulation route within the entrance storey of a dwelling; or (b) gives access to the circulation route within the principal storey of a dwelling, the stair should have a continuous handrail on each side.
