Agent of Change Principle for Noise-Sensitive Uses

The agent of change principle requires new noise-sensitive developments to mitigate impacts from existing noise-generating activities, ensuring that existing uses are not unduly affected by new development.

Applicants should also refer to the council's 'Evening and Night-Time Economy SPG', which provides advice for proposed evening and late night social uses, and guidance on the agent of change principle. The agent of change principle places the responsibility for mitigating impacts from existing noise-generating activities or uses on to the new development. This ensures that existing land uses should not be unduly impacted by the development of new noise-sensitive uses.
