Climate Change and Settlement Growth

Climate change considerations drive the location of future development toward larger settlements that can provide critical mass for services and infrastructure, with only proportionate sustainable growth appropriate in smaller settlements and countryside.

The consequences of climate change now place an even greater focus on where people should live in the future, and where and how transport, services and energy needs are planned for to support communities. Larger settlements provide, or have the capacity to provide for the critical mass needed to serve as centres for key growth, whilst smaller settlements and the countryside are appropriate for more limited, proportionate sustainable growth.
