Agent of Change Principle for Evening and Night-time Economy
The agent of change principle places responsibility on new development to mitigate impacts from existing noise-generating activities in the evening and night-time economy, rather than restricting existing cultural and leisure venues.
Protecting the existing culture and leisure venues recognises the valuable economic role they play in providing an authentic cultural experience that makes the city attractive to visitors and tourists. The 'agent of change' principle places the responsibility for mitigating impacts from existing noise-generating activities or uses on to the new development. This ensures that the existing land uses should not be unduly impacted by the development of new noise-sensitive uses.
